Not necessarily.  Connectivity to Ukraine simply could be (and probably is)
that bad.  On the other hand, if you're getting a lot of them and they're
annoying, that would be reason enough for <me> to delete the user.  :)
 
But note that this is a connectivity question, not a "no such user" question.
There is a difference.
