One more overhead item: list-owner time ...
 
when a subscriber sets themselves to NOMAIL, then
later they TRY TO set themselves to MAIL and can NOT
(because their host sysadmins changed their e-mail
address) then the list-owner has to get involved with
straightening out the mess.
 
Better to just have them UNSUB / SUB, especially if the
list is SEND=PRIVATE explicitly or implicitly.
