My interpretation of the error message that you asked
about is that the subscriber's e-mail system, network
or possibly PSUVM.PSU.EDU itself was unavailable for
at least 4 hours.  (I don't think PSUVM was unavailable
during that time period though.)
 
Maybe there were some process config problems at:
