Access to directories on a webserver is independent of LISTSERV, and is controlled by the webserver software. For example, on httpd or Apache, the webmaster or list maintainer could control access to the archives of a private list by putting an appropriate .htaccess file in the directory for that list. Other webservers have other methods of limiting access. In any case, such access restrictions are manually set up by the list maintainer or webmaster and are controlled by the webserver software, not by LISTSERV.
