No. The message goes out when the first moderator approves it. If
another moderator subsequently tries to approve it, (s)he gets a
message like this one:

> The requested message file was not found. The message has probably
> expired; you should repost a copy and go  through the approval
> process again. If the problem  persists, contact  the list  owner
> or  LISTSERV administrator  for assistance.

Being a smart moderator, (s)he would then realize that one of the
other moderators must have approved it already and that's the real
reason why the message file was not found.
