I don't know of anything that a list owner can do to a list that a
LISTSERV postmaster would need the createpw to do -- their personal
password is sufficient.  There a a few things that a postmaster can do
that a list owner cannot (e.g., serve out addresses, shut down the
server).  Having the special list does mean that people can be added or
deleted without having to restart LISTSERV.
