If it is the 'automatic' serve off from too many invalid command attempts
(usually caused by sending a list posting to the LISTSERV@... address), then
almost ANY other address except the one served off can issue the
non-privileged command to SERVE user@address to restore service.  No PW= is
needed.

If it is an explicit serve-off done by the site maintainer (usually for some
egregious behavior), then only that or another maintainer can restore service
and a PW= is needed.
