Maybe a difference without a distinction?  The list is held, it is held,
the person trying to post probably doesn't care why it is held and in
either case it takes the listowner to FREE the list (or a higher-up).

As long as the poster is told his item will be released when the list is
freed what does it matter why or how the list was held?

Of course, if you have a threshold HOLD and free it after midnight
(so the DIGEST and INDEX subscribers aren't totally overwhelmed) and
the FREE releases enough to immediately hit the threshold again you
need to pause and think about it, as something may be out of kilter.
