As Douglas pointed out, using "quiet" at the begining of any command to
change a user setting will NOT notify them of the change. The problem
however, is if the person posts a message. When they do, they will be sent
the  POST_EDITOR  template which tells them thier message has been sent
to the editor/moderator for approval. Now you're caught being sneaky.

Most seasoned Listowners find it always best to be upfront with the
subscribers. If they have violated policy they should know it so they don't
do it AGAIN.

If you insist on this practice, you can stop the template from being sent by
placing   .QQ  on the first line by itself of the template you don't want sent.
