Define "create"

I believe some sites have a (WEB) form that guide the requestor through
selecting the attributes i.e., keywords that best match their requirements.

Depending upon the nature of the list in a multi-versity, I would guess
that some things need a cognizant administrator to guide the choices.

Std. Disclaimer: YMMV
