It's a bit late in the topic but I thought I'd share my two-bob's
worth...
I found that the best way to deal with overquoting was to set the
SIZELIM keyword to something ridiculously low like 50 lines or so. I
then edited the rejection template to include a URL to an online FAQ
that I created which outlines the evils of overquoting and how to redeem
oneself by playing nice.
At first, there was *a lot* of bounced mail and more than a few
complaints but eveyone got the message pretty quickly. I've since
quietly set the SIZELIM up to 100 lines; if something can't be said,
with proper quoting, in that space then it's not worth saying.
I should add that I don't allow attachments on our busiest lists. This
may not work if you want attachments but a happy medium might be
acheived with similar methods. As Pete Weiss says, "YMMV". :)
