This is a sendmail issue, not a LISTSERV issue, although obviously it affects LISTSERV's overall behavior. You need to use 'FEATURE(nocanonify)' in the sendmail.mc file so that sendmail will accept all the mail from LISTSERV unconditionally. If an address is later found to be undeliverable, then (and only then) should sendmail report an error bounce back to LISTSERV for further processing.
