Probably, BUT for a more comprehensive answer ...


MAIL or NOMAIL does not affect posting.

What affects posting is the SEND= parameter, and then possibly (if
restricted to subscribers) their individual setting related to
POST/NOPOST and/or REVIEW/NOREVIEW, not to mention any automated SERVE
OFF that might have occurred and even possibly FILTER=.
