To the best of my knowledge, 'Send= Owner' and 'Review= Owner' mean
that the submitter of the message/command must be specified as *AN*
owner of the list, not necessarily the primary owner of the list. I
do not believe that 'owners' is a valid parameter on these keywords.

To the best of my knowledge, the 'Errors-To=' keyword is the only keyword
which allows the use of either 'Owner' or 'Owners', and recognizes the
difference between these parameters.
'Errors-To= Owner' causes error messages to be sent to the primary owner.
'Errors-To= Owners' causes error messages to be sent to all non-quiet owners.
If the list configuration does not contain an explicit 'Errors-To='
specification, error messages will be sent to all non-quiet owners.
