This is just not practical, most people would just sign off. We want to engage our members and increase membership of the lists all over the country

moderated (review) and refuse to approve messages that violate the list
standard.  After 3 or 4 messages get refused for violating the standard,
the problem will fix itself and you can turn off moderation.
