Yes, of course.

None at all. The archive always contains whatever the original message
contained, including Plain-Text and HTML parts (if allowed) and/or attachments
(if allowed). What goes into the 16.0 "plain" digest format is a modified
message with HTML and/or attachments (if any) removed. This happens
separately from the archive.

You still need it if you want to prevent HTML messages or HTML message parts
parts in the archives and/or in individual messages

That depends on if your lists may include other language characters (since you
are in Canada, I mean French) and/or if your list members use mainly Microsoft
email products (Outlook). It has nothing to do with Digests.
