Having said that, I *have* seen similar issues with inconsistent reply-to:
which were traced back to the user/list setting of the IETFhdr option - if a
mail is sent to several lists and a subscriber does *not* have IETFhdr set,
they'll get a mail that has From: the sender and To: the one list they got it
from. If they have IETFhdr set, they'll see the complete To/cc list - which
will then result in different behavior when you do a 'reply all'.
So I'd go check the IETFhdr settings for the people...
