Do a

Q listname FOR userid@host

for an individual who did not receive a SUBJECT: tag

Also, check the current list definition headers.

Finally, make sure that the email that was received w/o the tag was not a REPLY-ALL to both the list
and the originator (being the individual who did not see the tag).
