Actually, I'll bet it was Base-64 encoding which is of course unreadable to
ordinary humans.

There are 3 types of Digest in LISTSERV:
[Type] [proper commands to get the right type]
Plain-Text DIGEST NOMIME DIGEST
MIME DIGEST NOHTML MIME DIGEST
HTML DIGEST HTML DIGEST
Depending on which email client the user has, one of these settings may work
better for them. Try all 3.
