That all seems to have worked and the list is no longer held now. We'll see if traffic flows through later in the week. I greatly appreciate the suggestion.

This is consistent with the case where someone has edited the message archives, probably to remove a posted message, and the archives and Digest are now out-of-sync.
The fix is to edit the list configuration from
Digest= Yes, Same, Daily, ...
to
Digest = No
** Yes, Same, Daily, ...
Save the list config, which will delete the current digest, then re-edit the list config back to
Digest= Yes, Same, Daily, ...
and save it again.
