If I have send configured, then I have it setup to require Confirm. I'm not seeing anything for Non-Member. Most of the lists are 1-way announcements.

I guess it would make sense to see exactly how you have Send= configured for the lists that are throwing back the second message. You can feel free to leave out the individual addresses in the "Special" box. I'm more interested in the more generic parameters, including whether "Confirm" and "Non-Member" are set.
If you're requiring list members to confirm their own postings, then you shouldn’t suppress the second message.

He probably already has Send=Private, that's why that first message is being sent.
The first message is the MSG_POSTING_REJECT_NOTAUTH mail template. You can suppress that by adding
.QQ
at the top of the template.
The second message is problematic. Not knowing how you have Send= set, it may not be reasonable to suppress this template.

I think adding send=Private to your header should work.
If not, I have other ideas, but they aren’t as easy.
