As you can  see from the missing  /F/ on the entry  of LISTSERV FILELIST,
they made  their root filelist a  data file rather than  a filelist. This
causes it to  be sent back in  unedited format. If the root  did not have
special meaning,  it would also cause  their server to think  it does not
have a single file defined.
