Yes and no.  A bug added sometime  in 1.7 made LISTSERV  no longer delete
them when  you PUT  the list.  This has been  fixed. However  many people
insist that the right  way to install a new list is to  use XEDIT and put
the file on LISTSERV 191 and  then complain that LISTSERV didn't clean it
up on its own (on the other hand  if it did clean up all lists at startup
they would complain it takes long to start  up :-) ). That I am not about
to "fix".
