In order to start a new list, the first order of business
is to develop a very friendly relationship with someone
in your computer services department. That person will be
able to tell you if YOUR node has the wherewithal to set
up a list. If not, he can recommend another node that might
be able to help you.
 
I started a list about a year ago, and just about everybody
involved was very very helpful. There is some recommended
reading which your computer services person can give you.
If you need further help, please do not hesitate to contact
me personally, and I will try to help.
