If a list is not confidential, it is included in the LISTS database. If a
list is  included in the  LISTS database, anyone  can get the  header via
this database, which  is essentially a series of headers  that people can
search. So,  the real question is  whether or not the  information in the
header is confidential. If so, the  list must be marked confidential, and
it can't be in the LISTS database.
