What you are refering too is automated telemarketing and it is
illegal in most states (maybe all).

There are, although the internet is a democratic anarchy where the
users set the standards that they choose to function under, so there
is a lot of grey area involved.
 
Don't worry, once the lawyers figure out how to generate fees and
lawsuits off of the net the whole thing will get buried in
regulations.
