Exactly.
SJU's policy is that the buck stops with the owner; subscribers whining
to SJU administrators are at risk of being kicked off the system. So far
there are no policies about what header keywords can or can't be used.
In a few extreme cases we've had lists wither due to incompetent or
annoying owners, or have provided a second list for an irate faction.
