Why is a Password Required to Join or Leave a List via the Web?

Why is a password required to join or leave a list (like LSTOWN-L at
peach.ease.lsoft.com)?  If subscription= open why is a password required?
And if subscription= open,confirm why wouldn't the confirmation mechanism
work just as well in place of a password?

What I'm getting at is that when 1.8d is widespread, I would think a lot of
potential subscribers to lists who would join via the web (instead of via
an e-mail) would be reluctant to go through the password process and that
security could be maintained instead through e-mail confirmations.
