I can create any headers I like. As I said, the problem is (apparently)
with LISTSERV. But I've found a work-around. I switched from SEND =
PRIVATE to SEND = HOLD. Review settings override this, so I had to set
all the users who were on review to NOREVIEW. Now I've got a
moderated list for everyone, which is not quite what I wanted, BUT now
the resend option described in section 6.5 of the listowner's manual
works as described. As it happens, my mailreader (Yarn) has a resend
capability that inserts the correct header lines, so I don't have
to edit the headers. Nor do I have to strip the boilerplate header
prepended by LISTSERV, it gets stripped by LISTSERV. Nice.
When a message comes in for approval, I hit resend, and the message
pops up in my editor with the "Resent-From: [log in to unmask]" and "Resent-To:
[log in to unmask]" lines added. If the message is OK as is, I exit
the editor and the message is queued for upload. If not, I edit it, then
exit the editor. About as painless as it gets. It's unfortunate that
there is apparently no way to do this with an unmoderated list that has
some users set to review, but I can certainly live with my new setup.
Approving a message without alteration takes a couple of keystrokes, is
all.
Here's what the headers need to look like to make it work (IMO, the
manual should have such an example). (I added the ">" to the first line
because the "From:" might cause a problem here)

be able to contact the author of this message by using the normal "reply"
function of your mail program.
