See section 5.4.2 of the 1.8d Site Managers guide. It says that WA.EXE
should be copied to the appropriate scripts directory (CGI) and gives
C:\INETPUB\WWWROOT\SCRIPTS as an example if you're using MS IIS as your web
server.
