I would like to limit sending as follows:
  Postings must come from the service area
  Postings not coming from an editor require confirmation,

We currently have send=editor,hold

The undesirable part is that the editor gets spam for confirmation; we'd
like listserv to throw out everything outside the local service area. The
editor is tired of hitting the delete key for these.

I tried
  send=service,editor,hold

This does discard outside of service area postings, but no longer requests
moderation for posts from the service area. In other words, it appears to
have the effect of negating the "Send=Editor" part. I can add "ALL", but
then the editor will need to confirm their own posts, which will not be
popular.

Any ideas? Am I missing something?
