I hate to interrupt any Congress bashing (always a worthwhile activity), but
stop and think for a second.  How is it possible for a Member of Congress to
know if e-mail is coming from his/her district?  Are they really excluding
all e-mail from the vast majority of e-mail accounts, such as AOL,
Compuserve, MCIMail, AT&T, Prodigy, Netcom, major corporations, etc, none of
which are identifiable by district?  Who's left for them to get e-mail from,
small ISP's and the local community college?
 
Seems unlikely to me.  Save the Constitution for the real issues.
