No.  You can either have archives or not.  If people are concerned about
current posts becoming a problem in the future, then it is better not to
have archives at all.
 
The list archives MIGHT be edited manually, but that can only be done by
the List Owner(s), and you want the writer to choose.  This would be a
nightmare to accomplish.
 
A solution might be to have 2 lists, one archived and the other not, then
the poster could decide which to post to for archiving purposes.  Set the
non-archived list as a member of the archived list, set the Reply-to= and
List-Address= keywords to point to the non-archived list.  Have closed
subscription to the archive list, but Send=Public.  This should allow
posting to either list, but all members to read all postings.
