There are several ways to control subscriptions and posting privileges.
Filter is the last and probably least useful method.
 
First of all is the Subscription= keyword.  This should be open, confirm
at least.  (The confirm part will filter out false/fakes email addresses)
Or you can set this By_Owner.  then you must approve all subscriptions.
Then you just don't let in the person you want to keep out.
 
Post= keyword controls who can post.  If set to Public, anyone in the
world can post.  IF set to Private, then only valid subscribers can post.
If you don't let that [log in to unmask] subscribe then they will also be
prevented from posting.
 
Thirdly, you can set Post= Editor, Hold  Then ALL posts must go to a
moderator or editor for approval before being sent out to the list.  That
is likely to be a lot of work for you.
 
Fourth option is you can SET listname [log in to unmask] REVIEW
This means LISTSERV will send all posts attempted by Doubtful_person to
the editor/moderator (or owner) for approval.  It is like Editor, Hold,
except it is only effective for that one person.
 
If you use filter= also, etc. then all the bad_person has to do is change
their ID (get a new one) and it defeats the purpose.  Filter is really
designed to filter all users from an entire site,
 
So you have a variety of tools to keep out people you don't want, or to
control their posting narrowly if you do decide to let them in.  You need
to see what will work best for your situation, workload, etc.
 
 
Thus you can keep this person out completely
