If someone is determined to quote you can't prevent it.  However, on lists
I deal with excess quoting is mostly sheer thoughtlesness, it's the
"quick 'n dirty" thing to do on a reply so the do it.  They would not
take the time to try to defeat a "quote filter."

I mentioned earlier that some subscribers would dislike the filter,
but that doesn't mean they would try to defeat it, it would be quicker
and easier to comply in most cases.  And, of course, to offset the pique
of some mail subscribers you would have the eternal gratitude of DIGEST
subscribers.
