I have a list (1.8d) with Send= Editors, Confirm (announcement type list)
and an Owner that is not listed as an Editor.  It seems that this Owner
posted to the list and the message was forwarded to an Editor for review.
Is this operating correctly?  Is there a Send= setting that allows Owners
AND Editors to post without review, or must such Owners also be listed as
Editors for that privilege?
