I just received the boilerplate notice from my listserv which says a
message submitted to my list requires approval.  I've been looking at
the documentation and can't figure out why I received it; the headers
for the list are set as follows (that is, there's no Send= Editor
line).

Notify= Yes
Reply-to= List,Respect
Files= No
Attachent= No
Sizelim=150
Validate= No
Ack= Yes
Notebook= Yes,/listserv/archives,Monthly,Public

Errors-To= Owner
Auto-Delete= Yes,Full-Auto
Owner= [log in to unmask] (Russ Hunt)

The mail _is_ from a non-subscriber, but up till now mail from
non-subscribers was simply bounced back to the sender.  What am I
missing?
