I'd like to find out if there's any way to define TOPICS in the header
so that only I could set all or particular TOPICS for users. I run a
moderated list and it would be very useful to be able to set whomever
wanted to a particular TOPIC (say the list wanted to run a colloquium)
provided I would know who's set to that and who's not. I guess another
way to do this would be via AFD, but I'm curious if there's a TOPICS
option.
