No.  Renewal is controlled by the Renewal= keyword in the list header.
This must be used first to turn on the feature for the entire list.
consult Appendix B of the list Owners Manual for details.  I generally use
a 3month interval for renew, just to keep down the 'nomail forever' crowd.

This is not a valid command.  Renew is not a SET option (even though
NORENEW is).
