Placing the signature block at the bottom is a configuration option in
PINE. Go into the SETUP menu, then CONFIG, then scroll down to an option
that says something like "signature block at bottom."  X the appropriate
box.  This is so in PINE 3.95 at least, and earlier versions, I think
