So to review:
 
list setup to SEND= EDITOR, SUBSCRIPTION=OPEN,CONFIRM,
EDITOR= userid@node,(listname)
 
userid@node is probably the same as one of the owner(s).
 
This technique is also called "semi-moderation."
 
This does NOT moderate NETNEWS gateways (if any) into your list.

We just went over this about two weeks ago.  The first editor cannot be
an access-level, it must be a real person's address.  This is being
updated in the list owner's manual even as I type.  :)
