Apparently, * OWNER= QUIET:,rfc822_address is NOT listed in the
document you selected, but it IS in the list-owner's manual.
Likewise, it has been mentioned herein: email

What you could have done is check the list kword
* NOTIFY=
and make sure it was specified explicitly as OWNER (and NOT
ownerS). This would have "told" LISTSERV that sub/unsubs
notifications to go to the FIRST non-quiet owner, as opposed
to ALL non-quiet ownerS.
The advantage in having a non-quiet, non-first owner listed
is that e-mail directed to the generic e-mail address
listname-REQUEST@hosting_listserv_fqdn is directed to ALL
non-quiet owners.
