That isn't the way it used to work, as of before the last upgrade (possibly
two).  It used to only report lists that contained a valid subscription.
There is no reason why it should list otherwise.

Furthermore, why is it then sending requests to confirm the change in
subscription options for lists, which have that option set, when there is no
subscribed address for that list.

It it was a changed "enhancement", I request it be put back to the way it
used to work.
