Job did not pass security checks

We have Mail-Merge= Yes in our lists and are sending DISTRIBUTE
jobs for one-time mailings.
When I receive the confirmation after sending a newsletter (because
lists are set to Send= Editor,Confirm) I also put in a Prime=
setting like this:

//X JOB PRIME= "MON-FRI: 03:00-23:59; SAT-SUN: 00:00-23:59"
OK [insert cookie here]
/X EOJ

The job gets ok'd fine. But now that we've added Mail-Merge= Yes to
the list header we get this error:

[log in to unmask] sent a DISTRIBUTE job that was
rejected for
the  following reason:  "Job  did  not pass  security  checks".
Job  16140
("I-DESIGN MAILDIST") transferred to admin

Any ideas what's up here?
