Actually  it takes  21 bad  commands to  be served  out with  the current
version, and  only 10  per incoming message  count. LISTSERV  cannot stop
after just 3  bad commands because many "business"  mail systems generate
pseudo-letterheads of up  to 10 lines (in some  exaggerated cases, longer
than 10  lines, but people  who want to put  their three titles  on three
separate lines deserve what they get :-) ).
