Attachments= No  causes the message to be rejected and  returned to the author
with the BAD_ATTACHMENT template message:

 Your posting to the &LISTNAME list has been rejected because it contains
 an attachment of type '&TYPE;'. The &LISTNAME list has been configured to
 reject such attachments; please contact the list owner at
 &LISTNAME-request@&MYHOST for more information.

Attachements= No, Filter  causes the attachment to be removed (with NO notice to
the author), but the plain text message body to be passed through to the list.

If they are properly encoded as a MIME attachment, yes.  However uuencoded
'attachments' frequently do not follow the MIME specs and will NOT be detected
and removed (as documented).  Some MS attachment 'stuff' is uuencoded and is not
in proper MIME format and thus will be overlooked/not removed by LISTSERV.
