|Owner means the first owner.  Owners means all non-quiet owners.

BTW, mailto:listname-REQUEST@listhost goes to all non-QUIET ownerS;
and mailto:OWNER-listname@listhost goes to whatever is defined in the
ERRORS-TO: keyword.
