As others have noted, there is no confirmation when set to subscription by
owner. When I was once subscription mailbombed by an annoyed spammer I
reported, there were listowners that signed me up, despite the name that
went with my e-mail address being obviously bogus.

If you have a list with subscription by owner, the only thing I recommend
is adding something like the following to your MAILTPL. The potential
subscriber gets the questionaire, and the owner gets no notice, until the
questionnaire is filled out and returned.
