Actually, as of version 14.4, a list owner can use the Sub-lists keyword
themselves, as long as they are also an owner of the sub-lists they are
specifying. So, you can't add a sub-list to your list unless you own
that list, which makes sense. Before 14.4, you had to be a maintainer
to modify the Sub-lists settings at all.

The listmaster/postmaster/person who can CREATE lists has to initially
set up the sub-lists. After they are created, anyone that can modify
the list headers can set up a sub-list.
