I see some errors in your configuration. I don't know why an URGENT:
message in particular should trigger errors as the problems seem inherent
in the basic config.
Btw, as I understand it, there is no literal "semi-moderated" value for the
Send= keyword. Semi-moderated is an informal way of refering to the
arrangement where both Send= Editor and one of the Editors (other than the
first editor) is set equal to (your list). For example:
* Send= Editor
* Editor= [log in to unmask]
* Editor= (H-EDITOR)
The (listname) must not appear as the first editor because that's where
non-subscribers' mail will be sent to, and Editor= requires a literal
e-mail address to forward mail to, not Owner or (listname).
You might also note:
> * [log in to unmask]
There needs to be a blank following the = otherwise that address won't
register.
And:
> * Topics= ADMIN,ADVICE,LIBRARY,CHAT,COOP,OTH,RESOURCE,TECH,URGENT
I think there might a problem with topic number 6 because it is a logical
abbreviation for OTHER which is a reserved topic word.
